Listers,
In finishing up my panel, I've been looking at ELTs. While they are not required during flight testing, I think that that is the time I'd like to have one that works well. Far 91.207 requires the ELT. In 1995 the TSO was updated to become TSO-C91C-A. This updated TSO was actually for a newly designed device. Both transmitted on 121.5 and 243. These ELTs will become unsupported in less than two years on 1 February 2009. The new TSO is TSO-C126. These may transmit on multiple frequencies, but 406 mhz is included. ELTs that are being sold now under both current TSOs. The rub seems to be that all the TSO-91C, without or without the "a", will become useless in 2009 since rescue agencies will ignore it after that date. Since I'm buying new and not replacing an old ELT, it only makes sense to buy the newer ELT. The rub is that the new ones are more complicated to install and cost more. The $200 ELT is a thing of the past. Think $1,000 now. Artex seems to be the leading manufacturer. For instance, Artex is the only one listed in the 2006-2007ACS Catalog. Want to buy a stock with a great upside? Anyhow, what are others doing? I figure that it is false economy to buy a TSO-91C-a ELT, but Artex seems to be the only other choice. Has anyone else looked into this? It appears that it will affect all flying aircraft as far as I can tell.

For elt's we still use and buy the Ameriking one for $200. You won't loose as much when the new ones come into effect and the Ameriking is a good unit.

Jeff--
I went with the existing $180 dollar ELT. Two years out of technology
change will probably bring other changes and hopefully a price decrease in
the 406Mhz unit.

I bought a used ELT on Ebay for about $60. It's the ACK (?) that uses
regular alkaline "D" cells for power.
If I have to replace it in a couple of years I won't loose much$$$, and
hopefully the prices will come down by then as supply ramps up <fingers
crossed>

Well, I sprang for the Artex 406 MHz unit. I find it no harder to install than a older unit. Bolt the mount down, mount the antenna and string some coax between them. One of the nice things about the Artex is that its single antenna serves for 121.5, 243 and 406 MHz.
Why buy the more expensive unit now? Because I view having an ELT as an advantage, not a painful legal requirement. The new 406 MHz units locate you within a mile (compared to 10-12 miles for old units). The newer network detects a signal within 5 minutes (45 minutes max on the old). And the ELT has an electronic serial number in it that is broadcast. The serial number is in a registry with your name, tail number and phone numbers in it. So when an alert is received Search and Rescue tries to contact you. This reduces the impact of false alarms.
The down-side of Artex's entry-level 406 MHz unit is that it doesn't contain (or connect to) a GPS. The new satellite network supports ELTs which encode their coordinates in the transmission. So a GPS-aware ELT tells the searchers where you are within feet. If I start flying a lot cross country I'll consider carrying a personal locator beacon (basically a pocket ELT with a GPS).
There is a good article on 406 MHZ ELTs and a review of the Artex box at www.aviationconsumer.com. But you will have to subscribe.

Craig,
I agree. There is no question but that the new ELT is much better. My point though, is that the date is fast approaching so buying something now to do the job in the interim has less value as the months go by. A year from now the old ELTs will be as worthless as used DMEs. And every airplane and airplane owner will be affected.
