I think the speed is just right during takeoff and landing and
I wouldn't want to slow it down any during those phases. I was
considering a switch to select high or low speed. Your idea
of doing it with the boost pump sounds pretty good, actually.

My dad has never said anything about the trim speed being too fast. He
seems very happy with it after 200 flying hours.

It's not extreme if you just tap it. It actually isn't too bad. It's
just at high speed, it takes a bit of tapping back and forth sometimes
to get it just right. In addition, I had a spooky experience once where
a notebook on my lap laid on the trim switch for nose-up trim. It only
takes 1/2 second of the button being held down to give an EXTREME and
immediate pitch up, when you're at cruise speed. If you're flying
IFR and have charts, and stuff on your lap, you don't want anything
hitting that trim button. Slowing down the trim a bit ... only during
high speed operation, would not only make trimming it perfectly a
little more precise, but would add some safety as well. It does not
need to be slower at low speeds though...you'll want full speed trim
at lower airspeeds.

I don't think that this is necessarily a "gotta" do, but I think it's
probably a good idea. Test it for yourself. Fly along at 140 KTS
or so and hold the nose up trim for 1/2 second....then see what you
think. I also think that if someone has no worries at all about it
after doing the test, they should feel comfortable leaving it as-is.
It's another builder-preference item, as are most all of them.

I have no personal experience with this product but do find it interesting.
They suggest using a flap position sensor to determine high vs. low speed, but
it would seem easy to use your idea of the fuel pump switch too.

 I am going to use Aircraft Extra's trim speed adjustment.  It plugs into your pitot system and automatically switches speeds after a preset airspeed is reached.  http://www.aircraftextras.com/RelaySpeedCont1.htm

  I am also going to use their flap positioner as it will adjust the trim for you also.
