L29 rudder

I am looking for some information with regard to the l29 rudder.   The original magnesium rudder had a place for weight to be added forward of the attach point pivot or aft.  Inspection cover over the front and a screw at the rear. Every rudder ive seen had some weight added.  Now after reskining the rudder to aluminum a new static balance would be necessary. The aluminum is heavier and in theory more weight would shift aft.  The ten thousand dollar question. How do you static balance this rudder. Where do we find the spec to balance to?  Ive looked everywhere.  Any ideas ?
