I had to replace one of the female inserts that for a rear engine
cowling securing screw on my MKI Pulsar, it is located in the foot-well
in the corner between the fuselage wall, the firewall, and underside of
the integral fuel tank. I have in the past crawled face up head first
into my Pulsar foot-well. Its really tight and a nightmare to get in -
and then its 10 times worse getting out!!! I didn't want to repeat that
experience so (for my MKI Pulsar) this is what I did. I'm not sure of
the exact details of later Pulsars but you may be able to adapt the
following to solve your problem:

The insert has a central female threaded tube and 2 wings with smaller
holes for riveting the insert in place. I tapped the holes in the wings
to accept M2 screws. Then I drilled out the rivets for the old insert
(from outside the plane) and pushed the old insert into the foot-well.
Then I took a long length of galvanised fencing wire (approx 2mm
diameter) and pushed it through the central hole hole in the fuselage
until the end arrived on the passenger compartment seat. Then I threaded
the new insert (correct way round and through its central tube) onto the
wire and slid a stop up behind it (eg a brass insert from a chocolate
block electrical connector). I pasted the surface of the insert with a
toothpaste consistency mix of epoxy glue and cotton flock and then
pulled the wire back out through the fuselage hole (this is better done
with 2 people to avoid smearing the epoxy over the cockpit). When the
insert has pulled right back to the hole in the fuselage, wriggle it
round until the M2 threaded holes line up and screw it loosely in place
with M2 countersunk screws (or similar). Then push out the galvanised
wire completely and screw a long screw a few turns into the centre
before tightening the M2 screws. Use the central screw as a guide to
ensure the insert stays square. Leave the epoxy to set then remove the
central screw (heat the thread with a soldering iron if it has epoxied
itself in place) and job done.

I like this approach because it retains the screw locking feature, Bob.

If I am unable to cut a large enough hole in the right location on the firewall this will be the route I will try. There just is not much room there to get anything past the pedal bracket. It is really close to the inner skin of the fuselage.
