Phil, you shouldn't get 2350 RPM on a stationary run up. It will be so when your plane is moving on take off, when the aerodynamic resistance on the blades is lessened as the prop is moving forwards.
Try it out and see.

FYI - be aware that the pitot heater has a simple transistor circuit that only
drives the green 'on' lamps (see attached diagram) when the heater is consuming
power i.e. it monitors that the heater is actually working, not just being
supplied with a voltage.

So if the heater, resistor or associated wiring goes open circuit, or the transistor
fails, the lamps will not light ... that could lead you to consider that
the 10A breaker has died.

The resistor (T4) & transistor (T5) can be found in the relay box on bulkhead 6
(at the back of rear instrument panel) if you want to check out the circuit.

That would be very true if the propellor was fixed pitch or even a
two-position type.

However this is a constant speed prop. controlled by a fly weight governor
that "knows" nothing about blade angle - only RPM.
Pre-flight (static) check of a correctly adjusted prop./gov. system (CJ 6
with Huosai 6a) with the RPM control set to TO would show on reaching full
throttle slightly over 2350 RPM (+ 15 to 25) momentarily with an immediate
reduction to 2350 as the governor responds.

On take-off as the propellor load decreases the governor senses an overspeed
condition and causes the pilot valve to slightly open the governor oil
passage to drain
allowing the blade counterweight force to move the blades toward coarse
pitch.

One (me) tends to forget that these are not altitude engines so the full
power run-up I have described is subject to variation in engine power output
which, among other things, is a function of field barometric pressure. So,
while I am confident that my description is correct in standard air up to at
least 1200 ft. ASL I cannot confirm it is valid above that.
