With outstanding guidance from CJ owner, Mark Pennington, the problem has been solved — a faulty extend side diverter valve.

Mark kindly called me and then provided written step-by-step instructions to isolate the problem.
Here are Mark’s instructions:
“First this is just what I did to solve my problems. I am sure others may have valid methods.
1
Detach the extend and retract tubing from both the front and rear cockpits. Leave the air supply hooked up. Put both handles in the neutral position. Turn the air on to the plane.
There should be no air coming out of the Flap valves front or rear anywhere. Now wet a shop towel And exercise both valves in both directions into the wet towel. This is to see if you have debris in the valve. If you have a leak or debris in the valve. Repair and move to step two
2.
Attach the extend and retract tubing to the front valve only. Turn on the air and operate the flap from the front cockpit.
The flap should operate as normal.
There should be zero air coming out of the tubes that are disconnected from the rear cock pit valve.
This step is make sure the diverter valves are not leaking.
If you have the flap extended and air is coming from the rear cockpit tube associated with the extended position. That diverter valve is leaking.
If you have air leaking from the retract tube. Two things. One the diverter valve is leaking and the flap actuator is blowing by internally.
Repeat the test from the front cockpit for retract position.

I think you have a leaking diverter valve. You may also have debris in the system that makes things non repeatable during testing. This is what I found in my plane. I chased my butt for a full week before I used a wet shop towel to catch debris. Then talked with Doug and he said dirt in the system is a huge issue. I have taken other steps to ensure I have clean air in the plane.”
And Mark’s belief that I had a bad diverter valve was absolutely correct.
