I got this in my spare parts box when I bought the plane.
I assume the mixture plate placard?
If it is I am inclined to put it on.
So you put the mixture lever at the altitude marked, when flying at that altitude, but which power setting are this markings for?

I had the same placard as fitted to my Chang which came straight from the PLA and had not been touched.
My understanding is the same as yours that its for leaning the mixture when flying at the altitudes marked but do remember its calibrated in meters (as per the Chinese altimeter) and not feet.
My 'take' is that it wasn't particularly useful but roughly equates as such
500m = 1640ft
1000m = 3280ft
1500m = 4920ft
2000m = 6560ft
etc etc
Not really useful for my sort of flying but I made the assumption it worked in cruise power configuration and you cannot lean the mixture passed the throttle leaver at any given power setting anyway (unless your a/c has been modified).
Personally any alt above 1000ft I just lean it as much as the stop allows.
