The manual does not say anything about lateral balancing of the
aileron. I am guessing that I should attempt to make the inboard and
outboard weights roughly equal. But I was not entirely sure about this.
Since aerodynamic flutter is not something I want to fooling around
with, I want to make sure I understand this correctly.

Having taken note of the amount of lead removed by other builders, I cut
1/4¨ from the rear face of all the weights and extended the foam arms by
the same amount.
At this stage I have my ailerons filled and primed and they will be very
close to balanced by the time I put on the shiny stuff.

It's a good question. Unfortunately I don't know the answer. Rutan had
us add a limited amount of any extra weight to the outboard end of the
elevator only (Long EZ) but didn't explain why.
Must be something to do with the torsioanl resonance. I once bonked the
stick (in roll) on my glider at around 90 kts, one wing bent up and the
other one down. The resulting oscillation was weird, the fuselage rolled
each way 2 or 3 times (damped) but the wings stayed level.
Moral is don't assume you know what will happen.
