Yep, FL instituted the auto import tax while I was still living there
many years ago. Basically an impact fee, Colorado has one too. At that
time sales tax and registration was significantly cheaper than most
other states. In think it may still be true as I was shocked at what
Colorado charges to own a newer vehicle here compared to Forida. About 3
years ago I helped my sister register a car in FL so it was still
 similar then.
Just too many cars and people in FL already. Much the same most places
 it seems sometimes.

here in MI and wanted to drive down to FL, sell his car, then fly
back. He found out that FL charges a hefty tax for this to dissuade
bringing in out of state cars to sell to the locals. I can't recall
the details, but he ended up flying both ways and renting while
there. He said it was cheaper and was able to drive a nearly brand
  new car.
