If you were to to choose a kit/plans based on the best fuel economy, what would you choose? The KR-2S looks like it has the best at 30ish miles per gallon in cruise. Are there any more fuel economic choices out there?

There are many parameters that needs to be considered before a question like that can be answered. For instance: what would the application for the plane be, are ypou going to use for travel or recriation, how many seats do you need and so on and so fort,

The Europa and the Long-EZ can compete easily with that number. The Europa
uses either the Rotax 912,912s, or 914 engine combo's. With the 912, it will
do 50mph in economy mode. Not sure which engine the Long-EZ's use.

Most of the Van's RV-x line will do close to 30 statute miles per gallon
if you fly them at the lift/drag intersection, somewhere around 140 mph.
They will do it even with the big engines. You never hear about it
because most owners can't make themselves fly that slow when the plane
will cruise at close to 200 (where they get 18-20 mpg if you're up at
10-11k feet).

They will probably cost a bit more to build than a KR, but have a lot
more room, short/grass field capability & much stronger resale market if
you ever have to part with one.

Yes, there are plenty of choices that get far better mpg figures than
"...30ish...":
They are called =sailplanes= and they get virtually infinite mpg.

<sigh> Sorry, I couldn't resist: but seriously, the Moni
self-launching
(motor-glider) is a case-in-point that sips fuel while the small KFM
or
similar engine is running for takeoff and initial climb, then burns
nothing
at all ( infinite mpg ) while soaring cross-country with the engine
turned off.

It's one solution to the question, given that the question imposed no
restraints
such as "...more than 150-mph cruise speed with seating for four
275-lb. each
adult males plus their golf clubs..." If one wants to go flying with
minimal fuel
expenses, the motor-gliders deserve a closer look.

....and, FWIW, the Rand-Robinson folks even proposed a motor-glider
variant
of their KR-1....
