I listed and sold a helmet (hgu 33) on ebay.

The buyer is in Hong Kong. I am a bit leery of sending it to Hong Kong for concern of any International potential military item laws which I am unaware of.

Is anyone familiar with sending items like a basic helmet overseas?

I'm not so sure of the rules, but Hong Kong is fairly liberal with these sort of issues. As long as it's not a weapon you're usually okay.

For another option, you should check if the individual works for either Cathay Pacific or Dragonair. If so they might be willing to have the helmet sent to one of their downroute destinations where the import/export rules won't be as much of a problem. I work for Cathay and this is a common practice amongst the crews.

Honkong is very Liberal, but the USA are not.

To the best of my knowledge, a fight helmet is listed as a weapon in 21CFR
(not sure of the number) simply because it is a "military helmet with
 communication equipment".

Had to jump through many hoops to get my helmet from Gibson & Barnes because
 of this.
