I see most builders run their wing wiring through the grommets in the wings and in the side panels. Especially where surrounded by conduit. Makes sense to me.
I'm trying to figure out Section 11 of "acceptable methods" Aircraft Inspection, Repair and Alterations which seems to call for a cushion clamp even when running through a grommet where the wires are less than 3/8" from the hole edge.

Could someone give me some guidance.
