 I just got a letter from my friendly and    knowledgeable FSDO in response to
 my first program letter that I sent them.    I was told that my letter did not
 meet the requirements of 8130.2 chapter 4    section 10, which only states
 that I need to provide the local FSDO with a    Program Letter. It provides no
 requirement for the content or format of the    Program Letter.
 
 The letter ends stating that the FSDO cannot accept my    program letter, and
 I need to re-submit a new one that meets the info    required in 8130.
 
 Correct me if I'm off base here, but a Program Letter    merely informs the
 FAA of my INTENT, and is not anything subject to    approval or denial.
 
 Apparently my letter must have ended up on the guys    desk that never did
 this    before.

 There should be guidance and an    example in the 8130.2G but it does now have a
 specific format the FSDOs are    using more and more.
